Since we donīt get the XR650L here, Iīm pretty ignorant regarding it, whatīs the difference between these two bikes?
Is a XR650L nothing but a Dominator engine in a XR600R chassis and suspensions?

As I understand it, yes - the electric-start only Dominator engine (88 and 89 Dominators got a kick start as well as the magic button, in Europe anyway).
With the XR650L you gain:
43mm Showa cartridge forks with 16-position compression-damping adjustability and 11.6" (295mm) travel at the front
Pro-Link Showa single-shock with spring-preload, 20-position compression- and 20-position rebound-damping adjustabilitywith 11" (280mm) travel at the back.
3.00x21 front wheel, 4.60x18 rear wheel
37" (940mm) seat height
13" (330mm) ground clearance
324lb (147kg) dry weight
My 88 Dominator, by comparison
41mm non-adjustable forks with 8.7" (220mm) travel
Non-adjustable(?) Pro-Link single shock with 7.7" (195mm) travel
