I don't off-road myself, and have never been to the place, but reading your report:
The risk to its users is also compounded by the fact that in recent weeks,
the forested area of the site has been found to contain home made booby traps, consisting of barbed wire strung at head height between trees, across commonly used tracks.I hope that's being taken very seriously and you manage to catch whoever is doing that. Regardless of whether or not the people riding bikes should be there or not, that seems to me to be a case of attempted murder.
There was a case not so long ago in the US where someone had done that (in that case illegally on a legal right of way if my memory is correct) and the rider was decapitated.
Hope you find the culprits.

And I just wanted to say thank you for doing this. Sharing information like this is much appreciated and please keep doing so and if there's anything we can do reciprocally the community will be only too glad to help.

Bit bureaucratic, but informative and proactive none the less, which is a step in the right direction. ;)
