Luggage rack?

Hi,
I am going to buy soft panniers for my XRV, do i need the steel frames as well? I suppose i do to keep it from flapping about and to fix them to but never owned any and would like to confirm before i spend some money.

Ive used soft luggage and found that the use of a rack or frame does make a huge difference to the luggage flapping about. You can use the panniers without but use plenty of bungee cords to limit their movement.

I am sure it would burn through on the exhaust without it wouldnt it ?Thanks , just confirmed what i suspected, more cost !
