No, it's a kind of cloak that contains a bag to piss in. Afterwards you remove the cloak, fold it up and carry it off! The inventor even claims to have an adaptor for females. (Link works for me.)

They have something similar in Singapore when you're stuck in yet another traffic queue going nowhere and really have to go. Guess they never heard of carrying an empty plastic Coke bottle.....
