Is it an easy job to de-restrict ?

I think it's just the rubber wotsit between the carb and the cylinder head !?!

It is the rubber wossname indeed, but that's not all.
Also different jetting (how are you getting along with that Scott?) and sometimes different gearing (47 teeth rear).
That's about what I know, but if it's factory built as restricted it could have a different camshaft for all I know...
