Where does the white thingy go?

I'm fixing my mates 96 Dommie and for love or money I can't work out where the white plastic bit goes on the front fork.
I think it has something to do with the speedo cable.
Nothing seems to look unfinished

There is a plastic clip goes round the fork leg and the speedo cable (holds speedo cable away from tyre).
just guessing here, . . . 'plastic bit',/speedo cable,/forks,..not a lot to go on

I pulled this bike apart a while ago and couldn't remember.
I guess it doesn't belong on a Dommie.
It has been off the road in my mates shed for 6 years after smacking a roo.
