Breakers or eBay..that's it...or as it's just plastic buy a sheet of acrylic and carefully cut it out...
I'm not familiar with the bike but if the top speedo casing is available from Honda, David Silver Spares should be able to sort one out for you.
EDIT:
Just found a photo:
Looks like it's a sealed speedo so you may be out of luck there.

XL650VY - TKC80's, Mivv Suono "silencer", Arrow Headers, PAIR system removed, 125 mains, Renthal 677 bars, MRA Vario Screen, Scottoiler, Honda Main Stand, Daytona Heated Grips, Sparkbright Charge Monitor
yeah, agree with both these guys, (gal, sorry kymmy) ive never heard of being able to get just the glass as a spare.
even if you do get a new glass its very difficult to get the speedo apart to change it, i nearly destroyed my XT speedo trying to change the face to mph.
i would go with the diy option first, youve got nothing to lose if it doesnt work. get a piece of 1mm acetate or acrylic and pop it in, sealed up with a bead of clear bathroom sealant. if not then its a new speedo, im not sure but will it fail an mot for a broken instrument glass?
i will try the diy and sealant trick first ,
I can assure you the face is made of glass - otherwise it would'nt of smashed in the first place.
yes the original might be made of glass, but how you going to put a new one in without dremelling out or crowbar opening the speedo? a thin acetate or acrylic will have a lot of give and should 'pop' into the groove left by the remains of your glass. imagine something like an O-ring groove
