I can see a use for the concept, though I suspect few of us here in the UK would ever need such a device....
However, I can remember last August in Southern Germany, temp in the 30s, even with a mesh jacket I was cooking and started to dribble water onto my tee shirt every 30-40 mins just to stay cool!
I do remember a californian designed device back in the late 70's which actually pumped water to a porous under vest to get water onto the skin where it could evaporate to keep you cool. However, I doubt you would want to arrive at an appointment dripping water
