it may be easier to get one from a street bike and modify it I cant see too many issues with the swinging arm it would be the tyre size

Huggers for the varadero are made by a few firms but then they are not really an off-road bike

look for one to match your tyre and then refit for the arm
a glass fibre may be easier than plastic

I take it you want it for the look,
to protect the shock there are after market plastic strips that fit well
