New DR600 rider needs some pointers!!

Just picked up a 1988 600, its got the blue frame which i presume most had, abit tatty - been un loved i guess but runs like a dream firstly the rims are gold!! and look qwite new, was this the standard colour of the rims?

The de-compression lever etc have been removed would there be a reason for this?

And it has road tyres fitted -avon 90/21 & rear 150/60r/17 , but they both need replacing , so what are my fitment options ie size/best buy,or should i just buy dual sport tyres ? or is it safe to refit the above road tyres ? but not much to pick from in 21" form.
