Every bike (and car) I've ever owned with a fuel gauge does that. Imagine a float on the end of a wire arm. It sits on top of the fuel so when the level is a little lower than right up to the brim it registers full because its at maximum elevation. However, if the fuel level is right up to the roof it's not going to float any higher because the top of the tank won't let it. So it shows full right up till the moment the fuel gets low enough to let it start moving. So when you see it start moving more quickly that's the normal speed you're going through your fuel.
I went over a road hump at full speed once on my GPz750 (it was camouflaged and I wasn't looking where I was going), I ended up sitting on the tank, my girlfriend ended up in my seat. We both wiggled back to our proper seating positions and stopped so she could discuss my riding with me. From that day forth my fuel gauge never registered full, even when the tank was brimmed. I think the fuel level float hit the roof of the tank (at the same time my testicles hit the outside) and bent the arm it hinges on downwards a little.
