They are the standard Honda fitments and the Honda Panniers fit to them

Yes I can confirm they are honda racks, unfortunately you will find the only boxes that fit those racks are the actual honda boxes. They do come up on ebay occasionally and is also worth checking ebay europe-wide as thay do come up regularly in germany.
I had a honda set on mine before I changed to touratech and ally boxes

Right found a few bits on fleabay,
these are the colour panels for your bike (the honda boxes are plain grey,you add colour panels to suit your bike) HONDA XL650 PANNIER COLOUR PANEL SET. on eBay (end time 28-Feb-10 19:52:11 GMT)
there is one box at lings honda, you might get it for a song and have to search/wait for the other side or maybe get one from silvers etc, lings may know of a dealer who has one lying around or you could ring round some breakers HONDA XL1000 XL650 TRANSALP VARADERO USED LH PANNIER on eBay (end time 12-Mar-10 09:56:50 GMT)
that's all of europe searched, put a search in ebay and save it and you'll know if any come up for sale when they email you.
