If that don't work out then try the dry pack bags from Hein Gericke.

I bought 2 40lt drypack bags at £10 each. One had clothes, trainers and flip-flops in and the other my tent and sleep mat. Both were held on using a spider bungee cord and topped of with a tail pack bag with cooking utensils and food in held down by a large cargo net.
