What do you want, big miles everyday or a few days off, scenery, some off road, hotels, camping, big budget, low budget, delli belly etc.
You don't say when you have your 3 weeks off, if its July or August i'd avoid Morocco as its too hot, if it isn't that time of year i'd definately head for Morocco, or maybe Eastern Europe as an alternative, or i still like getting of the beaten track in mainland Greece.
I had a great time with friends last year riding to the south of France and then up along the French - Italian border. There are some amazing roads out there! Up & Down the mountain like you wouldn't believe. I'll try and find some pictures (we rarely stop for those) and put them up.
South of France is also great for food and weather (generally). Pack airy clothing and some really, really good rain gear (you never know).

Route Naploeon and then Corsica outstanding.
For my time and money, I'd go back to Slovenia/Croatia. Absolutely stunning scenery, great hospitality and still relatively quiet and cheap when you're there.
Plan a route down through the Alps taking in some of the "must do" Mountain Passes, head East into Italy and take in the Northern lakes then head South to the Adriatic or pop into Venice on your way past.
The coastal road through Slovenia only takes about 40 minutes and I regret not planning in an extra few days for when we were there as it looked like a fantastic biking country. The road running along the Dalmation Coast in Croatia is amazing too, mountains on one side and azure blue sea and little islands all the way on the other side. There's also loads of little camp sites all along the route.
Split is a gorgeous, cosmopoiltan city and Dubrovnik is equally lovely...both having a very Italian feeling I thought.
Take a look at my route map on Transmedenduro.com, there's a load of pics on there too. Each red dot on the map was an overnight stop, so you can see you could comfortably get to Dubrovnik and home again in 3 weeks.

Up to Newcastle, ferry to Stavanger then head up to Nordkapp, popping in to Sweden on the way up. Turn around and head south into Finland. Cross into Russia at Vyborg and head for St Petersburg. Back over the border into Estonia and then down through Latvia and Lithuania then into Poland. Depending on time maybe head down to the Tatra mountains and pop into Krakow for a spot of refreshment and then into Slovakia. Through Austria and into southern Germany. Pop into Liechtenstein then Switzerland for a chocolate stop. Hit France and then head north for Calais.
