undersize front tyre XL600R

i have just fitted a 2.75 x 21 front tyre and the recommended is a 3.00 x 21.the steering was horrible in traffic with the trail wing 41 on,even at correct pressure.the tyre i have fitted is an metzeler enduro 1.
i am a bit worried it may be too small.
any thoughts?

Is your rim a 1.65 or 1.8?

its a 1.60 as marked on the rim.it just looks skinny from the front.got to test ride it first to see if it rides ok...if it would stop raining.
