2003 xr400 I just recently put on a full fmf exhaust head pipe and everything. The bike is pretty much stock except for that now when I ride it then turn it off I can't get it to start again with out push starting it... What can the problem be jetting

I can't see that an exhaust would stop it from starting. It may run poorly with it fitted but shouldn't stop it from starting if you suspect it take the exhaust off and try starting it again. What else did you do to the bike the day you fitted the exhaust?
if you can get it too start by pushing it run it for 20mins use low med & high revs then stop it and take the plug out that will tell you if it needs jetting. But make sure you clean the plug and gap it before you run it or you'll be pi***ng against the wind.
