My indicators pack up when it rains. The lights come on but don’t flash. Same whether left or right is selected. All bulbs working ok.

I’m no electrician and wouldn’t know how to use a meter to trace a fault. But given that all four bulbs work, the problem occurs on both sides and the switch itself is clean and free-moving, doesn’t it point to water getting into the flasher unit or an exposed wire going into or out of the flasher? The flasher unit itself doesn’t click when the problem occurs.

I'll guess you have water getting in somewhere that it shouldn't and putting too much load on the flasher unit. They flash faster when load is reduced by fitting LED indicators so if the w rain water makes another path to frame, that might have the opposite effect. Guess being the operative word here.
